虹桥与外高桥、洋山等海关特殊监管区域相比,在货物运输与保税仓储等硬件条件上并不具备优势,应聚焦制度和资源优势,集聚高能级总部和平台运营主体,依托进博会、数字经济产业园等优势资源,做大做强现有平台,进一步发展离岸贸易、数字贸易、总部经济等新业态新模式,打造开放共享的国际贸易中心新平台,强化“双循环”枢纽节点功能。

Hongqiao does not have advantages in hardware conditions such as cargo transportation and bonded warehousing compared to Waigaoqiao, Yangshan and other customs special supervision areas, should focus on the system and resource advantages, gather high-capacity headquarters and platform operators, make existing platforms bigger and stronger relying on the advantages of CIIE, digital economy industrial park and other resources, further develop offshore trade, digital trade, headquarters economy and other new business models, create a new platform for open and shared international trade center, and strengthen the “dual cycle” hub node function.
