Ideas and Countermeasures for Strengthening Participatory Community Planning in Shanghai by Implementing the “People’s City” Concept

加强参与式社区规划是落实“人民城市”理念、应对愈加不确定的地方发展和社区更新的迫切需求。加强参与式社区规划,应发动社区主体参与,激发社区内生活力;孵化培育社区组织,激活多元参与模式;完善协商共治机制,深化基层自治实践;活化社区动力来源,推进社区持续发展;挖掘共创社区文化,增强居民社区认同;发展共益社区商业,打造社区韧性生态。

Strengthening participatory community planning is an urgent need to implement the concept of “People’s City” and to cope with the increasingly uncertain local development and community renewal. To strengthen participatory community planning, we should mobilize community participation to stimulate community vitality, incubate and cultivate community organizations to activate multiple participation models;improve consultation and shared governance mechanisms to deepen the practice of grassroots self-governance;revitalize community power sources to promote sustainable community development;explore co-creation of community culture to enhance residents’ community identity;and develop co-beneficial community businesses to build a resilient community ecology.
