通过法律的治理是我国社会治理的重要命题。“枫桥经验”已经成为中国基层治理的典范,人民法庭是推进基层社会治理体系和治理能力现代化过程中的参与者、实践者、保障者,在新时代,要聚焦打造“枫桥式”人民法庭。人民法庭是人民法院参与基层社会治理、提供司法服务的前沿阵地,其参与基层社会治理是回应社会转型的客观需要、是国家权力下沉的现实选择、是有效处理人民内部矛盾的必然要求。新时代“枫桥式”人民法庭参与基层社会治理要把握广度、效度、温度、限度四大维度,要通过助力健全基层社会治理体系、加强源头预防化解矛盾纠纷、努力推动基层法治社会建设三大途径参与基层社会治理。

Governance through law is an important proposition of social governance in China."Maple Bridge Experience"has become a model of grass-roots social governance in China.People’s courts are participants,practitioners and guarantors in the process of modernizing the grass-roots social governance system and governance capacity.In the new era,we should focus on building a"Maple Bridge"People’s Court.The people’s courts are the frontier for the people’s courts to participate in grass-roots social governance and provide judicial services.The participation of the people’s courts in grass-roots social governance is a response to the objective needs of social transformation,a realistic choice for the decentralization of state power,and an inevitable requirement for effectively handling contradictions among the people.The"Maple Bridge"people’s court should grasp the four dimensions of breadth,effectiveness,temperature,and limit when participating in grass-roots social governance.The three main ways for the people’s courts to participate in grassroots social governance are that improving the grass-roots social governance system,preventing,and resolving conflicts and disputes from the source and promoting the construction of a society ruled by law in grass-roots society.
