摘要
化工新材料是我国战略性新兴产业发展的重要基础,中试作为化工新材料创新打通从实验室到规模化生产的关键环节,在我国却至今仍缺少相关管理政策。本文对我国化工中试环节存在的主要问题进行了系统分析,并从制定和完善化工中试相关管理制度、组建技术评估专家委员会开展定级分类评估、在科学评估前提下弱化事前审批并加强事中事后监管、加大对化工中试公共服务平台的支持力度等方面提出了建议。
New chemical materials are an important basis for the development of China’s strategic emerging industries.As the key link in new chemical materials innovation from laboratory to large-scale production,the pilot plant is still lacking in laws and regulations in China.This paper systematically analyzes the main problems existing in the pilot scale study of chemical industry in China,and puts forward suggestions in terms of formulating and improving the regulation system related to the pilot plant,establishing a technical evaluation expert committee to carry out grading and classification evaluation,weakening preapproval and strengthening post-event supervision under the premise of scientific evaluation,and increasing support for the public service platform for the pilot scale study of chemical industry.
