城乡基本养老服务均等化的现实困境及其路径思考——基于西北Q省H市的调查分析

Realistic Dilemma and Path Thinking of Equalization of Basic Old-age Services in Urban and Rural Areas: Based on the Investigation of H City Q Province Northwest Region

基本养老服务均等化是实现老年人公平共享社会发展成果、促进社会稳定和谐的重要举措。文章基于Q省H市的调查发现,基本养老服务均等化方面存在着管理主体协调较弱、覆盖内容不全面、城乡养老资源较悬殊以及政策宣传落实不到位等困境,提出明确主体之间的职能定位发挥多元化协同合作、以需求为重点提供供需匹配的社区养老服务内容、资源下沉乡镇缩小城乡社区养老服务的差异、以老人参与为目标加大社区养老服务的政策宣传与落实等路径,以实现基本养老服务均等化的目标。

The equalization of basic old-age services is an important measure to realize the fair sharing of development achievements among the elderly and promote social stability and harmony. In the field survey of H City, Q Province, it is found that there are some difficulties in the equalization of basic old-age care services, such as poor coordination of management subjects,incomplete coverage, wide gap between urban and rural elderly care resources and inadequate implementation of policy publicity. The article puts forward a path to clarify the functional positioning among different subjects and to give play to diversified collaboration;to provide community old-age service content that matches supply and demand;to reduce the differentiation of urban and rural community old-age services in townships and towns with sinking resources and to increase the policy publicity and implementation of community old-age services with the participation of the elderly as the goal, so as to achieve the goal of equalization of basic old-age services.
