Problems and Suggestions Faced by Our Country’s Special Equipment Safety Supervision in the New Era

本文总结了国外主要工业发达国家的特种设备安全管理制度,并与我国特种设备安全监管六十多年的发展经验进行了对比。实践证明,我国现行的特种设备“监察+检验”双轨制是成功的,不过仍需要坚持和完善。同时,对新时代我国特种设备安全监管工作存在的问题,本文从使用单位、检验检测、社会参与及法规标准四个方面进行了总结与分析,并有针对性地提出了相应的对策与建议,希望为未来我国特种设备安全事业高质量发展提供参考。

This paper summarizes the special equipment safety management system of major foreign industrial developed countries, and compares it with the development experience of more than 60 years of special equipment safety supervision in our country. Practice has proved that our country’s current special equipment "supervision and inspection" dual-track system is successful and needs to be persisted and improved. At the same time, it summarizes and analyzes the problems in our country’s special equipment safety supervision work in the new era from the four aspects of user units, inspection and testing, social participation, and regulations and standards, and puts forward corresponding countermeasures and suggestions for the future of our country, hoping to provide reference for the high-quality development of special equipment safety business.
