霍尔果斯经济开发区从“通道经济”向“产业经济”转型路径研究

Research on the Transformation Path of Horgos Economic Development Zone from“Channel Economy”to“Industrial Economy”

霍尔果斯经济开发区是政府根据特殊地理区位打造的经济增长极,研究其从单一过货的“通道经济”向具有辐射带动作用的“产业经济”转型,对持续推进经济高质量发展具有重要意义。本文根据霍尔果斯经济开发区具体发展情况,从产业内部发展、外部联动发展、经济开发区管理、金融支持产业发展四个维度提出具体转型路径。一是产业结构分层次发展,打造具有辐射效应的主导产业,不断延伸产业链和价值链;二是基于人才、技术、市场、交通、产业标准因素建立产业外部发展关联;三是优化管理体制,完善经济开发区配套法规,提升招商引资质效,全面推进新型基础设施建设,推动兵地融合发展;四是构建国际金融平台集聚高地,持续加强财政税收政策支持,畅通产业资金链。

Horgos Economic Development Zone is an economic growth pole created by the government according to its special geographical location.It is of great significance to continuously promote the high-quality economic development to study the transformation of the economic development mode of the Horgos Economic Development Zone from a“channel economy”with a single delivery of goods to an“industrial economy”with a radiating and driving effect.This paper,according to the specific development of Horgos Economic Development Zone,proposed a specific transformation path from four dimensions:internal development of the industry,external linkage development,management of the economic development zone,and financial support for industrial development.The first dimension is that the industrial structure is developed in layers,creating a leading industry with radiation effect,and continuously extending the industrial chain and value chain.The second dimension is to establish the external development relationship of the industry based on the factors of talents,technology,market,transportation and industry standards.The third dimension is to optimize the management system,improve the supporting regulations of the economic development zone,improve the efficiency of investment attraction,comprehensively promote the construction of new infrastructure,and promote the integration development of Xinjiang Production and Construction Corps and Xinjiang Uygur Autonomous Region.The fourth dimension is to build an international financial platform agglomeration highland,continue to strengthen fiscal and tax policy support,and smooth the industrial capital chain.
