摘要
智慧物流能优化资源配置、推动物流高质量发展,但也带来了环境问题,智慧化和绿色化并重是未来物流发展的必然趋势。物流配送成本占物流成本比重过半,在资源聚集、协同服务等方面还有较大的提升空间,加上配送环节的包装、运输以及网点建设会对环境造成比较大的影响,绿色智慧物流配送问题成为了关注的焦点。文章构建了包括资源、政策、运营和效益指标的绿色智慧物流配送能力评价指标体系,提出应大力发展物联网、云计算、大数据、5G和区块链等智慧物流配送技术,努力实施公共配送、云物流配送、众包物流配送等新型配送模式,并从标准化建设、法律法规完善、管理体制创新、支持政策制定、专业人才培养几方面完善体制机制。
Although intelligent logistics can optimize resource allocation and promote the high-quality development of logistics, it also brings environmental problems. Therefore, it is an inevitable trend for future logistics development to pay equal attention to intelligence and greening. The distribution cost accounts for more than half of the total logistics cost, and there is still a lot of room for improvement in terms of resource aggregation and collaborative services. In addition, the packaging, transportation and network construction of the distribution link will have a relatively large impact on the environment. The issue of green and intelligent logistics distribution has become the focus of attention. This paper constructs an evaluation index system of green intelligent logistics distribution capability including resource, policy, operation and benefit. It is proposed to vigorously develop intelligent logistics distribution technologies such as the Internet of things, cloud computing, big data, 5G and block chain. It is also important to make efforts to implement new distribution modes such as public distribution, cloud logistics distribution, and crowd sourcing logistics distribution. Moreover, it is also necessary to improve the system and mechanism from the aspects of standardization construction, improvement of laws and regulations, innovation of management system, support for policy formulation, and training of professional personnel.
