“溢出-反哺-共生”价值链视角下区域共同富裕实现路径研究——以龙游县“一镇带三乡”区域共富模式为例

Study on the Realization Path of Common Prosperity in Mountainous Areas from the Perspective of “Spillover-Feedback-Symbiosis” Value Chain——A Case Study of Common Prosperity in “One Town with Three Townships” of Longyou County

共同富裕是社会主义的本质,国家“十四五”规划和2035年远景目标纲要提出要支持浙江高质量发展建设共同富裕示范区,为浙江在新发展阶段实现高质量发展、打造重要窗口注入强劲动力。浙江省要高质量发展建设共同富裕示范区,重点和突破点在山区26县。龙游县作为山区26县之一,提出打造共同富裕示范区的浙西明珠的目标。在溪口镇、庙下乡、大街乡、沐尘乡等龙游南部四个乡镇开展“一镇带三乡”区域共富实践,取得了明显成效。本文拟从“溢出-反哺-共生”价值链视角出发,以龙南山区先富带后富的共富实践为案例进行分析总结,提炼经验,发现区域共富实践中有待探索的问题,提出政策引导、产业带动、协同发展、人才招引等提升区域共富价值链的对策建议,从而实现外生输血式带动致富到自我造血式致富转变,最终实现区域共同富裕的目标,以期为今后的共同富裕研究提供参考。

Common prosperity is the essence of socialism. In the 14th Five-Year Plan and the LongRange Objectives Through the Year 2035, a guideline is issued to build the eastern province of Zhejiang into a demonstration zone for achieving common prosperity, providing Zhejiang with a strong impetus for high-quality development in the new stage of development and building an important window. To realize this goal, the focus should be concentrated on the 26 mountainous counties. As one of the 26 mountainous counties, Longyou County puts forward the goal of building the pearl of western Zhejiang as a common prosperity demonstration area. In the four towns located in the south of Longyou, namely Xikou town,Miaoxiang village, Dajie township, Muchen township, the common prosperity practice of“One Town with Three Townships”in mountainous areas has achieved remarkable results. From the perspective of“overflow-feedback-symbiosis”value chain, this paper analyzes the cases of the common prosperity practice of encouraging those having got prosperous to help others catch up and related experience. In summary, this paper finds that some problems in the mountain area with common prosperity practice needs to be further explored. It is necessary to put forward policy guidance, remain industry-driven,achieve collaborative development, attract talents to promote regional common prosperity value chain so as to transform getting rich by exogenous blood transfusion to hemopoiesis of its own, finally achieving the goal of regional common prosperity and provide reference for the future common prosperity research.
