欧盟轻型车CO_(2)排放法规提案目标解读及对中国的启示

摘要 2022年6月,欧洲议会、欧盟理事会27国环境部长分别通过了欧盟自2035年起新销售轻型车辆减排100%的碳排放目标,这意味着自2035年起欧洲市场中的新车绝大多数为纯电动汽车,内燃机将被禁止。对中国来说,一方面要谨慎提出禁燃目标,另一方面为应对国际汽车产业电动化转型加快的趋势,也需要提高新能源产业发展目标,以保持我国先发优势实现换道超车。要注意与社会经济发展、能源转型步伐、基础设施建设等方面相协调,同时加快汽车产业链低碳化转型,以应对国际碳壁垒。 In June 2022,the environment ministers of 27 countries of the European Parliament and the European Council respectively adopted the EU carbon emission reduction target of 100%for the new sales of light vehicles from 2035,which means that since 2035,the vast majority of new vehicles in the European market will be pure electric vehicles,and internal combustion engines will be banned.For China,on the one hand,we should carefully put forward the goal of banning combustion.On the other hand,in order to cope with the international trend of accelerating the transformation of electrification,we also need to speed up the development of new energy industry,so as to maintain China’s first mover advantage and realize overtaking by changing lanes.We should pay attention to the coordination with social and economic development,the pace of energy transformation,infrastructure construction and other aspects,and accelerate the low-carbon transformation of the whole automobile industry chain to deal with international carbon barriers.
