新时期提升地市级农业科研院所科技创新能效的实践与思考——以赣南科学院为例

Practice and Consideration on Improving the Energy Efficiency of Scientific and Technological Innovation of Prefecture-Level Agricultural Scientific Research Institutes under the New Situation,Taking Gannan Academy of Sciences as an Example

文章深入分析了新形势下地市级农业科研院所存在的问题,系统总结了赣南科学院提升科技创新能效的经验与做法,有针对性地提出了将农业科研工作纳入对地方政府的高质量发展综合绩效考核内容、探索建立省市一体农业科技创新试点、明确地市级农业科研机构应用推广的职能定位、推进激励创新有关政策落地、建立稳定长效的投入机制等加快建立地市级农业科技创新机制的建议,以期为地市级农业科研院所科技体制机制改革提供参考。

Problems existing in the prefecture-level agricultural scientific research institutes under the new situation were deeply analyzed in the paper. The experience and practices of the Gannan Academy of Sciences in improving the energy efficiency of scientific and technological innovation,was systematically summarized. It was put forward that comprehensive performance of incorporating agricultural scientific research work into the high-quality development of local governments, exploring and establishing provincial and municipal integrated agricultural science and technology innovation pilots, clarifying the functional positioning of the application and promotion of prefecture and municipal agricultural scientific research institutions, promoting the implementation of policies related to incentive innovation,and establishing a stable and long-term investment mechanism. This will provide a reference for the reform of the scientific and technological system and mechanism of the prefecture-level agricultural research institutes.
