农村住房规划建设管理问题分析及策略研究

Problems Analysis and Strategy Research on Rural Housing Planning and Construction Management

文中通过梳理农村住房规划建设管理法规建设和社会协调的脉络,揭示了农村住房规划建设管理在社会格局、管理体制、规划成果、编制体系等方面存在的问题,认为问题根源在于与乡村建设规划许可相关的法律法规体系不完善、社会协调机制缺失,基于此,提出了控规入乡、人才下乡、乡贤返乡的“三下乡”策略。

By combing the context of rural housing planning and construction management in terms of laws and regulations construction and social coordination, this paper reveals the problems existing in the social pattern, management system, planning results and compilation system of rural housing planning and construction management. It is believed that the root cause of the problem lies in the imperfect legal system related to rural construction planning permission, and the lack of social coordination mechanism. Based on this, this paper puts forward three strategic suggestions for regulatory detailed planning into the countryside, talents to the countryside and rural elites return the countryside.
