习近平法治思想内涵丰富,依法行政理论是其必不可少的组成部分。习近平总书记围绕如何推进依法行政提出了富有创见的重要论述,核心要义是“用法治给行政权力定规矩、划界限,为政府治理现代化提供法治保障”。习近平依法行政理论具有独特的理论贡献与实践特色,历经地方探索、逐渐发展、系统成熟三个阶段,有助于夯实政府治理体系建设的法治基础、推动行政法律规范实施。从系统论角度看,依法行政在“三个共同推进”中应当率先推进,全面履行政府职能、行政决策、行政执法、放管服改革、化解社会纠纷等皆有体现。当下及未来,应在习近平依法行政理论引领下,从整体政府理论、兼顾行政立法与行政解释、行政组织建设以及法治保障机制上推动依法行政的纵深发展。

Xi Jinping thought on the rule of law is rich in connotation and the theory of administration by law is an indispensable part of it.General Secretary Xi Jinping has put forward an important discussion on how to promote law-based administration.The core idea is to"use the rule of law to set rules and draw boundaries for administrative power and provide legal guarantee for the modernization of government governance."From the perspective of system theory,administration by law should take the lead in promoting the"three joint advances",which are reflected in the full performance of government functions,administrative decision-making,administrative law enforcement,reform of decentralization,regulation and service,and resolving social disputes.
