Research on Integration Evaluation Between Military Aviation Management System and Civil Aviation Management System Based on the View Point of System Science and Synergetic

摘要 基于系统科学和协同学视角构建军民航空管系统融合评价体系,军、民航空管系统融合是民航空管系统应对不断增长的航空运输需求的重要举措,是解决空域资源使用、防止飞行冲突等问题的重要前提,更有利于提高军民航协作能力,为军航部队飞行训练提供技术支持和安全保障。首先,本文基于协同学的序参量视角,提出军民航空管系统融合度的概念;其次,从“人、机、环、管”四个层面分析军民航空管系统融合的影响因素,并通过灰色关联分析建立了军民航空管系统融合度评价体系;再次,在评价体系的基础上参考协同度评价模型建立军民航空管系统融合度评价模型;最后,针对计算结果指出影响我国军民航空管系统融合发展的不利因素,挖掘出融合过程中存在的主要问题,并提出相应对策建议。 Based on the perspectives of system science and synergy,a military-civil aviation management system fusion evaluation system is constructed.The military-civil aviation management system integration is an important measure for the civil aviation management system to respond to the growing demand for air transportation.It is to solve problems such as the use of airspace resources and the prevention of flight conflicts.The important premise is that it is more conducive to improving military and civil aviation collaboration capabilities,and providing technical support and safety guarantee for military aviation flight training.Firstly,based on the order parameter perspective of synergetics,this paper puts forward the concept of the fusion degree of military-civil aviation management system;analyzes and establishes the evaluation system of military-civilian air management system fusion;based on the evaluation system,the evaluation model of military-civilian air management system fusion with reference to the coordination evaluation model is established;finally,according to the calculation results,it is pointed out unfavorable factors,dig out the main problems in the fusion process,and put forward corresponding countermeasures and suggestions.
