西方协商系统理论及对中国协商民主发展的启示

Western Negotiation System Theory and its Enlightenment of Chinese Consultative Democracy Development

西方协商系统理论倡导一种平等涵盖所有观点的新型平等观,实现了协商民主的多元包容性,注重协商系统内部各个部分(或子系统)之间的相互关联性。中国已经建立起协商民主系统的雏形:政党协商、人大协商、政府协商、政协协商、人民团体协商、基层协商和社会组织协商等七种协商民主作为中国协商民主系统的重要组成部分已经初步建立,而且还实现了一定程度上的相互衔接,形成了中国特色社会主义协商民主体系。同时,政党协商和政协协商作为政党层面的协商民主,人大协商和政府协商作为国家机构层面的协商民主,人民团体协商、基层协商和社会组织协商作为社会层面的协商民主,它们构成了中国特色社会主义协商系统的三个子系统,并使其呈现出一定的层次结构性。西方协商系统理论对于中国协商民主系统化发展具有启示意义。因此,我们应借鉴西方协商系统理论的有益思想精华,进一步推动中国特色协商民主的系统化发展。

The Western Negotiation system theory advocates a new concept of equality covering all viewpoints in an equal way,realizes the pluralistic inclusiveness of consultative democracy,and pays attention to the interrelation of all parts(subsystems)within the negotiation system.China has established the prototype of consultation democracy system:political Parties consultation,people’s congresses consultation,government departments consultation,CPPCC committees consultation,people’s organizations consultation,communities consultation and social organizations consultation,which are important parts of China’s consultation system and have been set up preliminarily,and has achieved a certain degree of each other,and formed the system of socialism consultation democracy.At the same time,political Parties consultation and CPPCC committees consultation as a consultation democracy on the level of political parties,people’s congresses consultation and government departments consultation as a consultation democracy on the level of national institutions,people’s organizations negotiation,communities consultation and social organizations consultation as a consultation democracy on the social level,constituted the three subsystems of the consultation system of socialism with Chinese characteristics,and make it present a certain level structural characters.The Western Negotiation system theory is enlightening to further promote the systematization of consultative democracy in China.Therefore,we can further promote the systematic development of consultative democracy of socialism with Chinese characteristics by referring to the beneficial ideological essence of the western negotiation system theory.
