制定《共同富裕促进法》,建立统筹共同富裕的内在法律体系

Formulate The Law on Promoting Common Prosperity,and Establish an Internal Legal System for Coordinating Common Prosperity

扎实推动共同富裕需要强有力的法治保障。现行法律中虽然有一些能够或有助于推动共同富裕的零散规定、措施和制度,但是数量过少,而且缺乏统领性的思想指导,存在冲突和碎片化;不仅外在形式上没有体系,而且内在规定上极不系统;不仅有些规定不科学、僵化,而且不能体现共同富裕的阶段性和渐进性。制定《共同富裕促进法》,建立统筹共同富裕的内在法律体系,具有客观性、必要性、现实性和可行性。

To promote common prosperity requires a strong legal guarantee.Although there are some scattered provisions,measures and systems in the current law that can or can help promote common prosperity,there are still big problems.Not only the content is disordered,the number is too small,but also there is the lack of the dominant thought guidance,and some conflicts and fragmentation;There is not only no system in the external form,but also very little system in the internal regulations;Not only are some regulations unscientific and rigid,but they cannot reflect the phased and gradual nature of common prosperity.Therefore,the enactment of the Law on Promoting Common Prosperity and the establishment of an internal legal system for coordinating common prosperity are objective,necessary,realistic and feasible.
