建构新型政商关系的目标追求是发展、公正和效率。新型政商关系中,核心是政务机关和商业企业间的关系,重点处理的是政务机构—国有商业企业—民营商业企业间的关系,内容是法治框架下的资源分配关系以及政、商各司其责的并列关系。政商之间的亲、清关系中,清是指清廉、清楚、清白,亲是指亲和、亲近、亲善;应当在政商双方“亲”的行为中保持“清”而不能为保持“清”而杜绝“亲”。在新型政商关系行为标准建构时,应有行政管理机关确定“亲”的实质性标准和程序性标准,有纪检监察部门确定“情”的标准。

Development,justice and efficiency are the goals of building new government and business relations.In the new relationship between government and business,the core is the relationship between government organs and commercial enterprises,and the focus is on the relationship between government organs,state-owned commercial enterprises and private commercial enterprises.The content is the resource allocation relationship under the framework of the rule of law and the parallel relationship between government and business departments.In the relationship between government and business,"Qing"refers to the clean,clear and innocent,and"Qin"refers to the affinity,closeness and goodwill.We should maintain"Qin"in the behavior of"Qing"of both political and commercial parties,but not eliminate"Qing"in order to maintain"Qin".In the construction of behavioral standards for the new relationship between government and business,there should be substantive standards and procedural standards for administrative organs to determine"Qin",and standards for discipline inspection and supervision departments to determine"Qing".
