核能利用公众参与困境及其破解:三种理论路径的阐释

The Dilemma of Public Participation in Nuclear Energy Utilization:Three Theoretical Approaches

近年来,核能和核安全的地位逐渐提升,核电事业发展迅速,但与核能发展速度不相匹配的是公众参与困境。从政治、经济以及技术路径角度剖析,公众参与困境主要面临着公平民主、成本收益以及认知等问题。该文提出通过提高公众参与的有效性和公平性并借助经济、技术等手段辅助,提升公众对核能利用的接受度,以期对我国的核能利用有所启发。

At present,relevant research mainly involves three theoretical paths,namely,political path,economic path and technological path.From the above path,the causes of the dilemma respectively correspond to issues of fairness and democracy,cost-benefit and cognition.Based on different perceptions of the causes of the dilemma,the mechanism of cracking is different for each path.The analysis of the dilemma of public participation in nuclear energy utilization from these theoretical perspectives has both advantages and disadvantages.To sum up,the key to solving the dilemma lies in improving the public's acceptance of the use of nuclear energy by improving the effectiveness and fairness of public participation and assisting with economic and technological means.
