摘要
智能化是数字经济时代推动经济结构转型升级的可靠手段。本文基于系统构建的智能化体系框架,测度了2010—2019年中国29个城市的区域智能化水平,并将科技人力资源异质门槛纳入智能化驱动产业转型升级机理框架,通过构建非线性动态面板门槛回归模型,探讨在不同地区科技人力资源异质门槛下智能化对产业转型升级的非线性影响。研究表明:区域智能化水平整体偏低,存在一定发展空间,且地区差异显著。智能化对产业转型升级的作用呈现显著的科技人力资源异质门槛效应,较低程度的科技人力资源显著抑制了产业转型升级,随着科技人力资源水平的提升并突破“临界值”,科技人力资源显著正向地推动智能化对产业转型升级的作用,即智能化与产业转型升级呈现U形关系。本文回答了数字经济时代如何有效利用科技人力资源实现智能化、帮助区域产业转型升级的问题,为现有研究提供系统性参考借鉴。
Intelligence is a reliable means to promote economic structure transformation and upgrading in the era of digital economy.Based on the intelligent system framework constructed by the system,it measured the regional intelligence level from 2010 to 2019,and incorporated the heterogeneous threshold of scientific and technological human resources into the mechanism framework of intelligence driving industrial transformation and upgrading.By constructing a nonlinear dynamic panel threshold regression model,it discussed the nonlinear influence of intelligence on industrial transformation and upgrading under the heterogeneous threshold of scientific and technological human resources in different regions.The results show that the overall level of regional intelligence is low,there is a certain space for development,and the regional differences are significant.The effect of intelligent on industrial transformation and upgrading presents a significant threshold effect of science and technology human resource heterogeneity,i.e.,low level of science and technology human resources significantly inhibits industrial transformation and upgrading,and with the ascension of human resources of science and technology level and breakthrough of“threshold”,science and technology human resources significantly promotes the effect of intelligence on industrial transformation and upgrading,namely there exists the U-shaped relationship between intelligence and industrial transformation and upgrading.It answers the question of how to effectively use scientific and technological human resources to accomplish intelligence and help regional industrial transformation and upgrading in the era of digital economy,and provides a systematic reference for existing research.
