由静态治理走向动态协作:上海里弄社区治理方式转型的经验及镜鉴

From Static Governance to Dynamic Collaboration:Experience and Study on Transition of Method for Governance of Lane Community in Shanghai

针对上海里弄社区治理现状中相对静态的社区治理缺乏灵活性以及碎片化邻里协作较难推进整体环境改善的困境,镜鉴西方国家通过建立社区民间协作平台、引导多方高效协作的社区治理案例,解析其在多方协作的权益结构与运作方式层面的可参考性,以期为引导我国社区中既存的碎片化民间协作向结构化社区治理转化,推动我国里弄社区从静态治理走向动态协作给予方法启示;进而提出有可能逐步将社区利益相关者纳入地方治理,从而有效整合包括传统公共政策、市场投资与地方性资源在内的权利结构调整方向。

In view of that relatively static community governance is lack of inflexibility and fragmented neighborhood collaboration is hard for boosting overall improvement of environment in the current situation of lane community governance in Shanghai,this paper used community governance cases of western countries in which efficient cooperation among multi-party is guided by establishing community non-governmental collaboration platforms for reference,analyzes its reference on the level of rights&interests structure and operation mode of multi-party cooperation in order to guide the transition from existing fragmented non-governmental cooperation in Chinese communities to structured community governance,provides methods and enlightment that propel Chinese lane communities transit from static lane governance to dynamic collaboration,then proposes that it is possible to gradually incorporate community stakeholders into local governance so as to effectively integrate the adjustment direction of rights structure including traditional public policies,market investment and local resources.
