乡村振兴战略下欠发达地区乡村风貌提升策略

Promotion Strategy of Rural Landscape in Underdeveloped Areas under the Rural Revitalization Strategy

塑造强地域特色的乡村风貌是推进乡村振兴战略的重要内容。欠发达地区乡村在社区活力、内生动力、监管约束、长效机制等方面普遍存在薄弱环节。基于乡村振兴的区域视野、系统整合、民生导向三大行动逻辑,建构“要素—行为—价值”三位一体的乡村风貌提升综合行动框架,并结合案例实践,围绕乡村“五大振兴”,从内生动力、行动框架、环境品质、时代价值等方面提出欠发达地区乡村风貌的提升策略,以期为新时代乡村风貌的提升和重塑提供思路借鉴。

Shaping the rural landscape with strong regional characteristics is an important content of promoting the Rural Revitalization Strategy.Vulnerable spots in underdeveloped rural areas are widespread,such as community vitality,endogenous power,regulatory constraints,long-term mechanism and so on.Based on the three action logics of regional vision,system integration and people’s livelihood orientation of rural revitalization,build a comprehensive action framework of“element-behavior-value”for improvement of rural landscape,and put forward strategies for improvement of rural landscape in underdeveloped areas from the aspects of endogenous power,action framework,environmental quality and time value around the“Rural Revitalization of Five Aspects”,in order to provide reference for promoting the promotion and reconstruction of rural landscape in the new period.
