Influence and Enlightenment of the Excellence Action Plan on Chinese Sci-tech Periodicals and Talent Training

为深化改革培育世界一流科技期刊,助推我国科技期刊的创新发展,提升我国科技期刊的学术质量、国际影响力和传播力,提高我国科技期刊编辑的专业水平和业务能力,启动实施卓越行动计划.首先,简要介绍中国科技期刊卓越行动计划和“选育高水平办刊人才”子项目及所举办一系列培训的进展情况;其次,概述卓越行动计划对我国科技期刊的影响,指出将会加快科技期刊向国际化、专业化、数字化、规模化和集团化发展.着重阐述卓越行动计划对人才培养的启示,指明要加快培养国际化办刊人才——具有国际化思维,培养专业化办刊人才——建立专业化办刊队伍,培养复合型编辑——提升综合能力.具体提出科技期刊编辑需要提升外语水平、专业学术水平、营销策划、信息网络检索、大数据和沟通交际等8项能力.最后指出编辑人才是创办世界一流科技期刊的基石,科技期刊编辑需积极提高综合素质.

In order to deepen the reform and cultivate world-class sci-tech periodicals,promote the innovation and development of Chinese sci-tech periodicals,which enhance the academic quality,international influence and dissemination power,and improve the professional level of editors,the Excellence Action Plan would be implemented. This paper first briefly introduces the Excellent Action Plan of sci-tech periodicals in China,the sub-project of“Selecting and Training high-level talents”and a series of trainings. Secondly,it summarizes the influence of the Excellent Action Plan on Chinese sci-tech periodicals,and points out that it will accelerate the development of sci-tech periodicals towards internationalization,specialization,digitalization,large-scale and grouping. Then,it expounds the enlightenment of the Excellent Action Plan on talent training,and indicates that it is necessary to speed up the training of international journalists with international thinking,professional journalists with a professional team,and compound editors with comprehensive capabilities. Finally,it concludes editors need to improve the 8 comprehensive abilities of foreign language level,professional academic level,marketing planning,information network retrieval,big data capacity and communication. It is concluded that editorial talents are the cornerstone of the establishment of world-class sci-tech periodicals,and editors should actively improve their comprehensive abilities.
