摘要
高校科技成果转化是一项复杂的系统工程,具有不同目标的各类主体参与其中,有效的激励机制能够让各方协同完成成果转化工作,提高科技成果转化率。现有的激励机制不健全是造成我国高校科技成果转化率低的主要原因之一。回顾我国近年来的科技成果转化激励机制研究现状,对现有激励机制中存在的财税激励不足、收益激励效应弱、作价入股难、国有资产属性衍生的风险规避,以及委托代理带来的激励兼容等问题进行分析,最后从政府、学校及企业三方提出相关的建议。
The transformation of scientific and technological achievements in colleges and universities is a complex system engineering,which involves various subjects with different goals.An effective incentive mechanism can make all parties cooperate to complete the transformation work and improve the transformation rate of scientific and technological achievements.The current imperfect incentive mechanism is one of the main reasons for the low transformation rate of scientific and technological achievements in colleges and universities.This paper reviews the incentive mechanism of our country in recent years,analyzes the problems existing in the existing incentive mechanism,such as insufficient fiscal and tax incentives,weak income incentive effect,difficulty in pricing into shares,risk aversion derived from the attributes of state-owned assets,and incentive compatibility brought by principal-agent,and finally puts forward relevant suggestions from the government,schools and enterprises.
