基于R-SCP范式的龙胜县全域旅游发展模式及其优化

R-SCP Paradigm Based Research on Development Model and Optimization of All-area Advancing Tourism in Longsheng County

加快全域旅游发展,对于广西龙胜县经济社会高质量发展具有重要现实意义。文中以龙胜县为研究对象,依据产业组织理论构建龙胜全域旅游“政府规制-市场结构-行为要素-旅游效益”(R-SCP)范式,总结提炼龙胜县全域旅游发展模式,分析发展模式的主要特征和运行机制;在此基础上,提出模式“共建、共融、共治、共享、共富”的“五共”发展路径,“四处可游、四季能游、四海来游、四通助游、四方乐游”的“五游”发展标准,及“产业振兴、人才振兴、文化振兴、生态振兴、组织振兴”的“五兴”发展愿景,从而为提升龙胜县全域旅游发展水平提供参考与借鉴。

Accelerating the development of all-area advancing tourism is of great practical significance for promoting the high-quality economic development in Longsheng County.Taking Longsheng County in Guangxi as an example,the paper sets up the government regulation-structure-conduct-performance(R-SCP paradigm)in accordance with the theory of industrial organization,summarizes the development model of all-area advancing tourism in there and analyzes the main characteristics and operation mechanism of the development model.On this basis,it puts forward the development path featured by common development,integration,joint governance,common interests and common prosperity,comes up with the development standards including whole-region travelling,four-season travelling,all infrastructure for travelling,welcoming to all travelers and making all travelers enjoy,and proposes the development visions as industrial revitalization,talent revitalization,culture revitalization,ecological revitalization and organizational revitalization.It is aimed at providing references for improving the development level of all-area advancing tourism in Longsheng County.
