边境语言文化能力发展战略研究

边境语言文化能力是国防语言能力的组成部分,其地位和重要性特殊。论文在简要介绍相关研究后,对边境语言文化能力的内涵和类别做简要探讨。在此基础上,梳理边境语言文化能力的主要特点。根据世界国家边境语言文化能力的实际建设情况,分析其能力发展的主要模式。由此,根据当前世界诸国边境世界安全的形势对边境语言文化能力的需求和现实要求,构建当今国家边境语言文化能力的总体战略:(1)始终服务于维护边境地区总体安全为牵引;(2)打造和平时期边境安全语言文化护航方阵;(3)构筑斗争时期边境安全语言文化战斗堡垒;(4)建设面向需求统筹兼顾的边境安全语言文化发展机制。

As an important part of defense language capacity,border language and culture capability plays an important and special role.Based on a review of the previous studies,the paper first gives a definition of border language and cultural capability,and characterizes the tenets of the capability.According to the reality of the border defense of the countries in the world,the construction models of border defense language and cultural capability are summarized.In terms of the real situation and demand of the border regions,the study proposes a security-oriented developmental strategy for the border defense language and cultural capabi-lity:(1)serving the overall security of the border region;(2)providing language and cultural capability support for security of the peaceful development of the border region;(3)providing solid language and cultural capability support for the winning of the conflict and confrontation in the border region;(4)constructing a balanced mechanism of development for security in border language and cultural capability in the whole country.
