摘要
新疆能源资源为国家经济建设做出了巨大贡献,自身也发展出较为完善的工业体系,形成了以煤炭、石油、天然气为主线的能源化工产业集群。采用行业集中度、区位熵、动态集聚指数和空间产业集聚指数分别分析了全国和新疆2012~2020年能源化工产业集聚状况。从空间、时间、市场份额、专业化水平四个维度进行计算分析。分析结果表明,新疆工业发展对资源的依赖性在持续扩大,新疆能源化工产业优势依然在产业链的上游,资源优势并未对中下游产业产生明显影响,产业还存在产业发展不平衡不充分、初级产能过剩,高端产能不足等问题。结合新疆实际,提出新疆能源化工实现高质量发展的对策建议:加强瓶颈技术攻关,助力产业转型升级;加快实施延链、补链、强链,推动能源化工产业上中下游有序健康发展;依托资源和区位优势,统筹推动能源化工产业高质量发展。
The energy resources in Xinjiang have made great contributions to the national economic construction.Xinjiang has also developed a relatively complete industrial system and formed an energy and chemi-cal industry cluster with coal,oil and natural gas as the main line.Industry concentration,location entropy,dynamic agglomeration index and spatial industrial agglomeration index were used to analyze the agglomeration of energy and chemical industry in China and Xinjiang from 2012 to 2020.The calculation and analysis were carried out from four dimensions of space,time,market share,and specialization level.The results show that the dependence of Xinjiang′s industrial development on resources continues to expand,the advantages of Xinjiang′s energy and chemical industry are still in the upstream of the industrial chain,the resource advantages have no obvious impact on the middle and downstream industries,and there are still problems such as unbalanced and inadequate industrial development,excess primary capacity and insufficient high-end capacity.Combined with the actual situation in Xinjiang,this paper puts forward some countermeasures and suggestions for the high-quality development of Xinjiang ′ s energy and chemical industry,such as strengthening the research and development of bottleneck technologies to help industrial transformation and upgrading,accelerating the implementation of chain extension,chain complement and chain strengthening to promote the orderly and healthy development of the upstream,middle and downstream of energy and chemical industry,and relying on the resource and location advantages to promote the high-quality development of energy and chemical indus-try in a coordinated manner.
