智慧城市视域下政府数据质量评价指标体系研究

Research on Government Data Quality Evaluation Index System from the Perspective of Smart Cities

[目的/意义]为了提升政府数据利用效率,提高政府数据质量,同时有效改善政府服务和管理水平,促进智慧城市建设进程。[方法/过程]利用文献分析法,抽取政府数据质量相关评价指标,结合智慧城市相关标准和专家调查结果构建智慧城市视域下政府数据质量评价指标体系,并通过层次分析法确定各评价维度和评价指标的权重。[结果/结论]提出数据内容质量、数据表达质量、数据获取质量、数据效用质量、数据交换与共享质量、数据安全质量六个维度的智慧城市视域下政府数据质量评价指标体系。根据研究结果,分别从政府数据来源、政府数据管理、政府数据共享、政府数据反馈、政府数据模型、政府数据安全等方面提出具有针对性的政府数据质量提升策略。

[Purpose/significance] The paper is to improve the utilization efficiency of government data,improve the quality of government data,effectively improve the level of government services and management,and promote the process of smart city construction.[Method/process] By using the literature analysis method,this paper extracts relevant evaluation indicators of government data quality and combines smart city standards and expert survey results to construct a government data quality evaluation index system from the perspective of smart cities,and it determines the weight of each evaluation dimension and evaluation index through the analytic hierarchy process.[Result/conclusion] The paper puts forward a government data quality evaluation index system from the perspective of smart city with six dimensions:data content quality,data expression quality,data acquisition quality,data utility quality,data exchange and sharing quality,data security quality.According to the research results,this paper puts forward targeted government data quality improvement strategies from the aspects of government data source,government data management,government data sharing,government data feedback,government data model,government data security and so on.
