新版《职业教育法》背景下推行中国特色学徒制的路径探索

Path Exploration of Implementing the Apprenticeship with Chinese Characteristics under the Background of the Vocational Education Law of the People's Republic of China

从新版《职业教育法》的法理基础和政策渊源分析入手,通过解析中国特色学徒制的内涵和特征,基于SWOT分析提出推行中国特色学徒制的分步实施试点的增长型策略、构建全社会支持系统的多样型策略、建立合理的投入产出机制的扭转型策略和创新评价保障质量的防御型策略。基于此,探索中国特色学徒制的建设路径:创设“八步法”分步试点推进流程;构建“政企校行社”五位一体共建模式;建立多元支持、双元合作的投入产出机制;运用新一代信息技术搭建智慧化全过程综合评价体系。

Starting from the analysis of the legal basis and policy origin of the new version of the vocational education law,the article analyzes the connotation and characteristics of the apprenticeship with Chinese characteristics.Based on the SWOT analysis,it proposes the growth strategy of implementing the apprenticeship with Chinese characteristics step-by-step,the diversified strategy of building a whole-society support system,the reverse strategy of establishing a reasonable input-output mechanism,and the defensive strategy of innovative evaluation to ensure quality.It also designs the"eight step"promotion process of the apprenticeship with Chinese characteristics,constructs the"five in one"coconstruction mode of"government,enterprises,schools,industry association and communities",and establishes the input-output mechanism of multi support and dual cooperation,and uses the new generation of information technology to build an intelligent comprehensive evaluation system.
