Realization Paths by the Rule of Law for High-quality Development of Customs Credit Management in the New Era

习近平法治思想“以人民为中心”核心要义以及习近平总书记关于社会信用体系的系列重要论述,是海关进一步健全以信用为基础的新型监管机制,实现新时代海关信用管理高质量发展的实践指引。海关信用管理发展历程可被分为六个阶段,当前正处于高质量发展阶段,需要进一步发挥法治引领作用,解决当前面临的问题以及增强企业的获得感。“十四五”时期,海关可通过高水平推动AEO国际互认、构建高效信用治理能力、巩固亲清关企合作关系和打造高素质海关信用管理队伍等路径推动海关信用管理高质量发展。

The “people-centered”essence of Xi Jinping Thoughts on the Rule of Law and General Secretary Xi Jinping’s series of important elaboration on the social credit system are the practical guidelines for China Customs to further improve the new credit-based supervision mechanism and achieve high-quality development of customs credit management in the new era. The development of customs credit management can be divided into six stages and currently it is in the stage of high-quality development,which will give further play to the role of the rule of law in leading major reforms to solve the problems still faced under the current circumstance and enhance the sense of gain of businesses. During the 14th Five-Year-Plan period,China Customs shall promote the high-quality development of customs credit management through such ways as promoting international mutual recognition of AEO at a high level,building efficient credit governance capabilities,consolidating the cordial and clean relationship between customs and business,and building a high-quality customs credit management team.
