学位“新政”下跨校辅修的困境、转型与对策——以上海地区高校为例 被引量:2

摘要 跨校辅修是我国高等教育历史进程中自然形成的一种具有中国特色的本科知识复合型人才培养模式。2019年颁布的《学士学位授权与授予管理办法》中部分政策阻碍了跨校辅修,使辅修生的构成天平向校内倾斜,跨校辅修规模缩减,学生局限于本校而难以基于优势学科建构复合型知识结构,带来辅修教育质量下滑的风险;使继续开设跨校辅修的高校面临证书合法性、公平性风险,使辅修自由度受到限制,有碍于跨校辅修发挥其本真价值。本研究在上海地区开展实地调研,倾听和梳理高校在困境中的积极思考、行动及转型应对,建议教育部明确对跨校辅修的支持,建议综改司介入以协调政策矛盾,建议高校持续完善辅修制度设计、提升辅修教育质量。 The cross-university minor/double major program is a type of undergraduate interdisciplinary program with Chinese characteristics, which was naturally formed in Chinese higher education history. However,some policies in the Measures for the Authorization and Conferring of Bachelor Degree promulgated in 2019 hinder the running of cross-university minors, making the balance of minor students tilt inward and the scale of crossuniversity minor reduced, trapping students inside the university and hardly able to construct their interdisciplinary knowledge structure based on dominant disciplines, which brings the risk of the decline of minor education quality.For universities that continue to offer cross-university minor programs, they are faced with the risk of certificate validity and fairness, and the freedom of the minor is restricted, which hinders the cross-university minor from playing its true function. This study conducts field surveys in Shanghai, sorting out the positive thinking, actions,and transformation responses of universities. It is suggested that the Ministry of Education should clearly support the cross-school minor, that the Department of Comprehensive Reform should intervene to coordinate policy contradictions, and that universities should continue to improve the minor education system and the quality of minor education.
