“3·3”中国台湾电网大停电事故分析及启示

Analysis and Lessons of the Blackout in Chinese Taiwan Power Grid on March 3,2022

2022年3月3日,中国台湾电网发生大面积停电事故,包括高雄、台北等台湾地区几乎所有城市都遭受停电影响,损失负荷约8.46 GW,停电用户约549万户,是中国台湾电网自从1999年大地震以来最严重的停电事故。首先概述了中国台湾电网基本情况,然后叙述了大停电事故前运行方式、事故过程和恢复过程,从多个方面分析了事故原因,接着对比分析了近年来中国台湾电网历次大停电事故,最后结合中国南方电网实际运行情况,总结经验教训、提炼事故启示。

On March 3,2022,a large blackout occurred in Chinese Taiwan Power Grid.Almost all cities of Taiwan province,including Kaohsiung and Taipei,suffered power outages,with the loss of 8.46 GW loads and 5.49 million households approximately.The blackout is the worst power outage of Chinese Taiwan Power Grid since the violent earthquake in 1999.This paper firstly introduces the general situation of Chinese Taiwan Power Grid.Then,the blackout situation is described,including pre-accident operation condition,the accident process and the recovery process.The causes of the accident are analyzed from many aspects.Next,this paper compares and analyzes the major blackouts of Chinese Taiwan Power Grid in recent years.Finally,combined with the reality of China Southern Power Grid,the lessons and enlightenment from this blackout are summarized.
