中外比较视角下中国农民培训路径研究

Research on Chinese Farmer Training Paths from the Perspective of Comparison between China and Foreign Countries

在全面建成小康社会,实现第一个百年奋斗目标的大背景下,实现乡村全面振兴和农业农村高质量发展已成为重要课题。乡村振兴关键在于人才振兴,加大新时代农民培训力度,培养高素质农民群体对构建新发展格局、实现共同富裕具有重大战略意义。通过梳理中外农民培训发展历程,对比中外农民培训模式在法律法规、经费保障、社会认同、培训体系、教育体系五方面的现状及特点,找出我国现阶段农民培训的短板,并以国外先进经验为指导,架构起有完善法律法规、多元筹资渠道、高度社会认同、灵活培训体系、上下贯通教育体系的新时代农民培训模式,为农业农村现代化发展提供新思路。

In the context of building a moderately prosperous society in an all-round way and realizing the first centenary goal,realizing the overall revitalization of rural areas and the high-quality development of agriculture and rural areas has become an important issue. The key to rural revitalization lies in the revitalization of talents. Increasing the training of farmers in the new era and cultivating high-quality farmers are of great strategic significance for building a new development pattern and achieving common prosperity. Through combing the development history of farmer training at home and abroad, comparing the status quo and characteristics of Chinese and foreign farmer training models in five aspects: laws and regulations, funding guarantees, social recognition, training system, and education system, find out the shortcomings of farmer training in China at this stage, and use foreign advanced guided by experience, we set up a new era farmer training model with complete laws and regulations, multiple financing channels, high social recognition, flexible training system, and up-and-down education system to provide new ideas for the modernization of agriculture and rural areas.
