共同富裕导向下的乡村振兴:发展、建设与治理

促进农民农村共同富裕,是促进共同富裕的难点。全面推进乡村振兴,扎实有序推进乡村发展、乡村建设、乡村治理重点工作,应该更加突出共同富裕导向。为此,聚焦产业促进乡村发展,要注意鼓励城镇产业带动乡村产业融合协同发展,引导县域乡村产业因类制宜、因地制宜和适地适度发展,增强县域乡村产业创新驱动发展能力,完善乡村产业带动农民就业增收提能的利益联结机制。要以共同富裕为导向创新乡村建设、乡村治理路径,更加重视培育城市特别是县城对乡村转型发展的引领带动作用,优化乡村建设规划布局和实施机制,顺应乡村和农户农民加速分化趋势,尊重农村快速老龄化对推进乡村建设、完善乡村治理的特殊需求,将加强党对“三农”工作的全面领导与推进乡村治理体系和治理能力现代化结合起来。

Promoting the common prosperity of farmers and rural areas is difficulty of promoting common prosperity.The orientation of common prosperity should be more prominent to comprehensively promote rural revitalization and advance the key work of rural development,rural construction,and rural governance in a down-to-earth and orderly manner.Therefore,to promote rural development in a manner of focusing on industries,more attention should be paid to encouraging urban industries to drive rural industries in the way of integrated and coordinated development,guiding county-level or rural industries to develop appropriate measures according to specific conditions,local conditions and appropriate localities,enhancing the innovation-driven development capabilities of county-level or rural industries,and improving the interest linkage mechanism for rural industries to drive farmers'employment and income increase.The path of rural construction and rural governance will be innovated in the direction of common prosperity,and more attention should be paid to cultivating the leading and driving role of cities,especially county towns,in the transformation and development of rural areas,optimizing the layout and implementation mechanism of the rural construction planning,following the trend of accelerated differentiation between rural areas and farmers,and respecting the special needs of rapid aging of rural areas in the process of promoting the rural construction and improving the rural governance.We will combine strengthening the party's overall leadership over the work of“agriculture,rural areas and farmers”with promoting the modernization of the rural governance system and governance capacity.
