Government Open Data Privacy Risk Assessment and Prevention Control——The Slovenia Experience

[目的/意义]从隐私风险控制的角度,调查斯洛文尼亚开放政府数据的隐私保护实践,为我国政府开放数据和隐私保护提供参考。[方法/过程]利用文献调研和案例分析的研究方法,以斯洛文尼亚为例,通过对文献资料和网站内容的调查,获取一手资料阐述斯洛文尼亚开放政府数据中隐私风险控制的经验,对开放政府数据中个人隐私的评判标准、隐私影响评估(PIA)框架、隐私风险应对的数据处理规范与机构进行分析和概括。[结果/结论]制定完善的个人隐私法律体系,建立专门的个人隐私保护机构,完善开放政府数据隐私政策。

[Purpose/Significance]From the perspective of privacy risk control,this paper investigates the privacy protection practices of open government data in Slovenia,in order to provide a reference for the development of policy of open data in China.[Method/Process]Using the research methods of literature review and case analysis,this paper took Slovenia as an example,accessed to the first-handed materials from literature and discussed the experience of open government data privacy risk control in Slovenia,analyzed and summarized the judgment criteria of personal privacy in government open data,privacy impact assessment(PIA)framework,data processing which respond to privacy risk and related posts.[Results/Conclusion]This paper puts forward to formulate a sound legal system for personal privacy,establish a special privacy protection agency for individuals and improve the open government data privacy policy.
