杭州市级国土空间规划传导体系的构建

Establishing the Transmission System of Territorial Space Planning, Hangzhou

当前,全国“五级三类”的国土空间规划体系已初步成形,但超大、特大城市由于其规划的综合性、复杂性远超于中小城市,急需在市级层面建立完善的规划传导体系。许多超大、特大城市基于各自的实践已初步构建了市级国土空间规划传导体系,但杭州市由于更多样的地区类型和更复杂的管理体制,不宜套用其他城市的传导模式,而应探索适宜本地的国土空间规划传导体系。文章基于杭州市的实践,探索构建了适用于杭州市的“市级—区县—镇街”纵向传导及“总体规划—专项规划-—详细规划”横向协同体系,并提出相关建议,以期为杭州市级国土空间总体规划的传导与落地路径提供借鉴。

At present,the territorial space planning system with “five levels and three kinds” has come into being nationwide,yet metropolises need to build a complete planning transmission system due to their comprehensiveness and complexity.As a large city with diverse regions and complex governance systems,Hangzhou shall study its own characters and build a suitable territorial space planning transmission system apart from other metropolises.Based on the practice and exploration of Hangzhou city,the paper establishes a “city,district,town” vertical planning transmission system and a “master plan,special plan,detailed plan” horizontal coordination system with relevant suggestions,to provide reference for the transmission and implementation of territorial space planning in Hangzhou.
