鸟类生境优先理念下的滨海新区规划策略——以广西北部湾经济区龙港新区总体规划修编为例

Study on the Planning Strategy of Coastal Newtown under the Concept of Bird Habitat Priority: The Case of Longgang New Area Master Plan in Guangxi Beibu Gulf Economic Zone

贯彻落实生态文明建设理念是国土空间规划策略制定的重要原则之一。作为向海经济的重要载体,滨海新区需要应对生物多样性保护和滨海湿地生态系统保护等难题,而针对鸟类生境保护的研究可以作为保护滨海新区生态环境的重要切入点,对滨海湿地保护、环境污染控制、城市建设指引具有极强的参考作用。文章以广西北部湾经济区龙港新区总体规划修编项目为例,从鸟类生境保护和规划控制的角度入手,对鸟类生境的保障要素与滨海新区规划之间的关系进行分析,从生境分区、生境系统营造、建设控制、环境影响控制四个方面探讨了滨海新区规划中鸟类生境保护的应对策略和规划设计方法,以期能为同类滨海新区的规划提供参考。

Implementing the concept of ecological civilization construction is one of the important principles for formulating strategies in territorial space planning system.As an important carrier of marine economy,Coastal Newtown needs to deal with the problems of biodiversity conservation and coastal wetland ecosystem protection,and the study of bird habitat protection can be used as an important point of protecting ecological environment of Coastal Newtown,guides the coastal wetland conservation,pollution control,and urban construction.Taking Longgang new area master plan in Guangxi Beibu Gulf Economic Zone as an example,this paper analyzes the relationship between the protection elements of bird habitat and the planning of Coastal Newtown from the perspective of bird habitat protection and planning control,and discusses the strategies and planning methods of bird habitat protection in the planning of Coastal Newtown from five aspects:overall layout,green space system,construction control and environmental impact control.
