生活圈规划嵌入国土空间规划的思考

Review on Embedding Life Cycle Planning in Territorial Space Planning system

作为规划理念及技术方法的生活圈经过多年的探索,已经在制度框架、技术指引和实施传导等方面嵌入国土空间规划体系。文章阐述了生活圈在东亚国家及地区的概念流变,介绍了“X分钟城市”等类似生活圈的概念在西方国家兴起的背景与实践,并结合西方国家当前类似生活圈的实践,从目标、编制与实施等维度,阐述了我国生活圈规划嵌入国土空间规划的实践特征。同时,从关注现代技术引发的行为逻辑变革、存量规划时代的时空整合以及实施行动规划下的保障等方面归纳了目前我国在生活圈规划及建设中存在的问题,并提出生活圈规划嵌入国土空间规划的行动建议,以期为下一阶段生活圈的高质量发展提供支撑。

Life circle planning has been embedded in territorial space planning system in the aspects of institutional framework,technical guidance,and implementation after years of exploration.The paper introduces the evolution of life circle concept in east Asian countries,and similar X minutes life circle practices in western countries,and concludes the practical characters of life circle planning embedded in territorial space planning from dimensions of vision,compilation,and implementation.From the perspectives of behavioral logic transformation driven by modern technologies,space-temporal integration in the era of stock area planning,and ensuring action planning implementation,the paper summarizes the problems of life circle planning and construction in China,proposes strategies in disciplinary construction,so as to support high quality life circle development in the next period.
