创立40多年来,我国高职教育取得了快速发展,形成了以有为政府为特征的发展模式。近年来,随着改革的持续深入,这一模式遇到一些问题,发生失灵现象。针对这种问题,高质量发展要求高职教育转变发展模式,把有效市场与有为政府结合起来。对于政府来说,就是转变职能,重修与教育市场的关系,释放高职院校的创造力。对于市场中的高职学校来说,就是加强内部治理现代化改革,重修与校内教学市场的关系,充分激发教师的积极性和创造性。
