Traditional Wisdom of Grassroots Social Governance in China

传统中国基层社会治理,整体稳定且富有成效,充满了智慧。我们可以用儒家官僚政治联动体制概括其精要。这一体制主要包含三个维度:一是在制度载体上,成熟的文官政治保证了基层治理的连贯性;二是在思想载体上,以儒家为本位的经学义理保证了整个社会的思想统一性;三是在组织载体上,乡约制度的生成保证了制度和思想得以落实,并有助于基层秩序的稳定。这三个方面是上下联动贯通的,遵循同一种文化原理。这种“三位一体”的智慧在新时代背景下,完全可以通过择善而从,进行创造性转化和创新性发展,成为当代基层社会治理的“本土经验”,这同时也是民族自信的重要体现。

Traditional Chinese grassroots social governance is generally stable and effective, full of wisdom. We can use the Confucian bureaucratic and political linkage system to summarize its essence.This system mainly includes three dimensions: first, on the system carrier, the mature civil service politics ensures the coherence of grassroots governance;second, on the ideological carrier, the Confucian principle of classics guarantees the ideological unity of the whole society;third, in the organization carrier, the generation of the community consortium system ensures the implementation of the system and thought, contributing to the stability of the grassroots order.These three aspects are interconnected which follow the same cultural principle.In the new era, the wisdom of this “trinity” can be creatively transformed and developed to become “local experience” of contemporary grassroots social governance, and also an important embodiment of national confidence.
