Developing a New Concept of Inclusive Evaluation and Constructing a New Paradigm of Evaluating Universities

摘要 通过分析当前主要国际大学排名呈现的基本特征,基于包容性发展理念、现代性和大学评价实践的理论探讨,提出树立包容性评价新理念,探索构建包容性国际大学评价新范式。包容性评价理念是包容性发展理念在评价领域的延伸,是对评价现代性的超越,其主要内涵是“坚持教育性,尊重多元性,突出情境性,倡导共生性,注重发展性”。构建包容性国际大学评价体系,其主要原则为“采用新评价理念,实行多维视角评价,尊重特色差异,淡化分数排名,坚持公益性,使用多种语言”,其体系框架为“人才培养力、学术创新力、社会贡献力、声誉影响力”四维度。 After examining the fundamental features of the current major world university rankings, and conducting theoretical discussion based on the concept of inclusive development, modernity and practice of university assessment, this article puts forward a new concept: inclusive evaluation, in an effort to explore a new paradigm of evaluating universities. The concept of inclusive evaluation is an extension of inclusive development to the field of evaluation, and thus surpasses the modernity of evaluation. The principal ideas of inclusive evaluation include upholding educative nature, respecting diversity, embracing situationality, advocating symbiosis, and emphasizing developmentality. To construct an inclusive university evaluation system comprises the following primary principles: adopting new evaluation concept, applying multiply perspectives, respecting characteristic differences, de-emphasizing score-ranking, highlighting public interest, and using multiply languages. The framework of the evaluation system contains the four dimensions, namely the capacity of cultivating talents, academic creativity, social contribution, and reputation and influence.
