关于铁路工程清单计价模式应用和发展的思考及建议

Reflection and Propose about Railway Engineering Bill of Quantities Pricing Method’s Application and Development

清单计价模式的应用对铁路工程造价行业市场化改革进程起到了关键的推动作用。本文对现行铁路工程工程量清单规范的部分重点规定进行了总结,并基于目前我国“双轨制”计价模式应用现状,对现行概(预)算编制办法和清单规范的衔接性进行了分析。同时结合标准规定及投标报价软件功能,对清单规范在实际执行过程中的注意事项进行了梳理。最后从铁路建设市场各方主体的角度对我国铁路行业清单计价模式的发展提出了工作建议。

The application of BOQ pricing method is playing a critical and driving role in the process of market-oriented reform about railway engineering cost. In this paper, some key provisions about BOQ standard are summarized, and the cohesion problems between estimating method and BOQ standard are analyzed based on the “double-track pricing system”. At the same time, matters needing attention about the implementation of BOQ standard are discussed considering the standard regulations and the functions of tender offer software. At last, the development proposals about BOQ pricing method are put forward from the perspective of several subjects’ sides in railway engineering construction market.
