“三业结合”全面提振中国经济的逻辑与路径

Paths to Boost China’s Economy Comprehensively by “Combination of Industry,Enterprise and Employment”

当前中国经济发展正面临国内外多风险叠加的严峻形势。从经济社会协调发展的角度出发,产业、企业与就业的“三业结合”应成为全面提振经济的核心,也是实现高质量发展的要旨。产业、就业与企业是一种耦合关系,应从只注重某一方面转向“三业结合”。文章重新梳理了产业、就业与企业间的关系,特别是从尺度下移与尺度上推的视角阐明了“三业结合”的关键,倡导地理学、经济学、社会学与管理学等多学科交叉融合,以区域空间重构为抓手,推动三业结合。提振经济需大力支持中西部地区、中小城市与中小微企业的发展,尤其关注并解决社会重点群体的就业问题,畅通国内国际双循环的渠道以保障物流、知识流、人才流的互通。实现经济社会可持续、高质量发展,需要贯彻三业结合以构筑新发展格局。

Facing a serious situation of multiple risks domestic and abroad,China’s economic development is in further need of the combination of industry, enterprise, and employment, which should be the path to consolidate industries,stabilize enterprises, protect employment and achieve high-quality development. Considering the coupling relationship between industry, employment, and enterprise, we need to shift from single research to combined research. This paper establishes the theories of the combination of industry, enterprise, and employment from three scales: micro, meso, and macro,and advocates the integration of geography,sociology,economics,and management to take spatial restructuring as a grasp and construct a new theoretical framework. Several suggestions are made to comprehensively boost China’s economy. 1) Focus on the central and western regions, small and medium-sized cities, and small and micro-sized enterprises;2) Guarantee the employment for college graduates and disadvantaged groups;3) Unblock the domestic and international circulations, and promote logistics, knowledge, and talent flows among different regions. To achieve sustainable socio-economic development and construct a new high-quality development pattern in the future, it will be more need to combine industrial,enterprises and employment.
