基于旧城更新的轨道TOD规划策略研究

Research on the Rail Transit TOD Planning Strategy Based on Urban Renewal

以轨道车站为中心进行TOD规划建设,对优化城市功能和空间结构,提升城市品质具有重要作用。经过多年的探索实践,TOD模式已经形成相对成熟的“5D”原则和三大圈层结构。在旧城更新过程中开展轨道TOD规划建设,应充分发挥旧城本底条件与TOD模式契合度较高的优势,同时也要解决更新地块较为零散、建设成本高、建设制约条件多等难题。主要的规划策略包括加强轨道场站用地选址研究、根据现状及未来发展需求细化地区功能布局、建立容积率转移补偿机制、利用地下空间建设公共步行网络和构建以步行和公交为主的交通出行方式五个方面。

Tod planning and construction centered on rail transit stations plays an important role in optimizing urban functions and spatial structure and improving urban quality.After years of exploration and practice,TOD mode has formed a relatively mature“5D”principle and three circle structures.To carry out the planning and construction of rail transit TOD in the process of urban renewal,we should organically combine the self conditions of the old city area with the TOD development model,and also solve the problems such as scattered renewal plots,high construction costs and many construction constraints.The main planning strategies include strengthening the research on the site selection of rail transit station,refining the regional functional layout according to the current situation and future development needs,establishing the floor area ratio transfer compensation mechanism,using underground space to build a public pedestrian network and building a transportation mode dominated by walking and bus transportation.
