产城融合理念下都市产业园规划策略研究——以诸城十里片区控制性规划为例

Research on the Planning Strategy of Urban Industrial Park under the Concept of IndustryCity Integration:A Case of the Regulatory Planning of Zhucheng Shili District

改革开放以来,我国各地政府为促进经济增长,通过开发区、产业园的方式集中资源,提供优惠政策,建设了一大批城市新区。然而由于各种原因,产生了产业园区配套不足、环境恶化等诸多问题。本研究结合诸城十里片区控制性详细规划编制,在分析传统工业园区发展路径及模式的基础上,认为产业园的产业模式应由劳动密集型向知识密集型转变;产业类型应由传统制造业向高端制造业及高新技术产业转变;园区发展应由外部驱动向创新驱动转变;园区内部功能应逐渐综合化、复合化,将管理办公、商务休闲、生活娱乐等多种功能集于一体,逐步走向产城融合。产业园区控制性详细规划应与此相适应,通过城市规划的技术手段将此落实下来,具体包括混合用地、建筑功能复合、完善配套、以单元形式划分工业地块大小等。

Since the reform and opening up,in order to promote economic growth,the local governments have built a large number of new urban areas by concentrating resources and providing preferential policies through development zones and industrial parks.However,due to various reasons,there have been many problems such as insufficient supporting facilities for industrial parks and environmental degradation,and so on.Combined with the preparation of the detailed regulatory planning of Shili District in Zhucheng,this paper analyzes the development path and mode of traditional industrial parks,and believes that the industrial mode of industrial parks should be transformed from labor-intensive to knowledge-intensive;the industry type should be changed from traditional manufacturing to high-end manufacturing and hightech industries;the development of the park should be transformed from an external drive to an innovation drive;the internal functions of the park should be gradually integrated and compounded,integrating various functions such as management and office,business leisure,life and entertainment together,and gradually move towards industry-city integration.The detailed regulatory planning of the industrial park should be adapted to this,and then it should be implemented through the technical means of urban planning,including mixed land use,complex building functions,improving supporting facilities,and dividing the size of industrial plots in units.
