线上线下一体化应急管理体系探索研究

Exploration and research on online and offline integrated emergency management system

为科学解决新技术带来的线上应急平台与线下实体组织之间的衔接问题,有效改善当前我国应急管理体制改革的现实效果,从我国现行应急管理体系的主要弊端与关键问题入手,依据应急管理四阶段理论,提出应急管理体系线上线下一体化设计原理,构建“应急文化、应急资源、应急运作、应急恢复和应急组织”为核心的应急管理“4+1”模型。在此基础上以雄安新区为例,从线上线下2个维度设计并构建了雄安新区线上线下一体化应急管理体系,并结合此次新冠肺炎事件中雄安新区线上线下一体化防控实际效果验证。研究结果可以进一步应用于国家应急管理体系现代化的改革实践。

In order to scientifically solve the interface problem between online emergency platform and offline physical organization brought by new technology,and effectively improve the realistic effect of the current emergency management system reform in China. Starting from the main drawbacks and key issues of China’s current emergency management system,based on the four-stage theory of emergency management,the paper proposes the online and offline integrated design principles of EMS,and builds the core emergency management "4+1" model for“emergency culture,emergency resources,emergency operations,emergency recovery and emergency organization”. On this basis,we designed and built an integrated online and offline emergency management system for Xiong’an New Area,and the actual prevention and control effects of the integration of online and offline in Xiong’an New Area were verified in combination with the COVID-19 incident.The research results can be further applied to the reform practice of the modernization of the national ESM.
