This article carries out the research from the context of international sustainable development, from two perspectives of the horizontal time and vertical content: carbon peaking and carbon neutrality is a historical stage of ecological civilization construction;vertical depth of carbon peaking and carbon neutrality can enrich the overall layout of ecological civilization construction.
