摘要 教师教育机构肩负建设“新时代高质量教育体系”的历史重任,需要深刻认识以下三点:高质量教师教育要以高质量教师教育机构为支撑,教师教育机构的高质量发展是推进教师队伍建设的关键力量;完善的教师教育机构质量认证制度是教师教育高质量发展的坚强后盾;现代教师教育供给体系是构建有中国特色教师教育发展模式的重要保障。随着科技发展与产业的转型升级,国家间的实力较量在本质上是人才的竞争。因此,教师教育机构质量认证是提升我国教育质量,推动教育变革的重要影响因素。教师教育机构是强师固本的重要场域。我国教师教育内涵式发展的新要求表明,厘清教师教育机构质量认证的逻辑内涵已成为当前教师教育研究领域亟待破解的重要问题。我国教师教育机构是指参与师资培养与教师培育的相关机构,包括以师范院校为主、非师范院校为辅,中小学校幼儿园协同参与的所有从事教师教育工作的机构。教师教育机构质量认证有着丰富的内在价值:从全局发展角度看,是提升教师教育整体质量水平的重要保障;从教育主体角度看,是促进教师教育者队伍规范化建设的主要手段;从制度建设角度看,是推动教师教育机构制度完善的重要途径。教师教育机构质量认证应遵循的基本逻辑与流程:一是建立教师教育机构质量认证标准;二是规范教师教育机构质量认证程序;三是加强教师教育机构质量认证审查;四是实施教师教育机构质量认证评价。 Facing the strategic task of building a“high-quality education system in the new era”,we need to deeply realize that high-quality teacher education should be supported by high-quality teacher education institutions,and promoting the quality development of teacher education institutions is the key factor to realize the construction of teachers.Speeding up the improvement of the quality certification system of teacher education institutions is the strong back end of promoting the development of high quality education.The formation of modern teacher education supply system is the key force to construct the development mode of teacher education with Chinese characteristics.With the development of science and technology and the transformation and up grading of industries,the contest of strength between countries is essentially a contest of talents.As a result,teacher education institutions are the dynamic factors to improve the quality of education in China and promote educational reform.The practical experience shows that the development of a country starts with strengthening teaching forces,and teacher education institutions are an important field of strengthening teachers and consolidating the foundation.Standing on the new starting point of the conjunctive development of Chinese teacher education,we must clear that the logical connotation of the quality certification of teacher education institutions has become a programmatic problem needing to be solved urgently in the current research field of teacher education,that is,to clarify that teacher education institutions refer to the relevant institutions involved in teacher training,including normal schools as the main part,non-normal colleges as the supplement,and all institutions engaged in teacher education with the cooperation of primary and secondary schools and kindergartens.The quality certification of teacher education institutions has its inherent rich value,first,to improve the overall quality assurance of teacher education from the perspective of global development;Second,to improve the standardization of teacher educators from the perspective of the educational subject;Third,to promote the improvement of the teacher education institution system in terms of system construction,.The effective path of quality certification of teacher education institutions follows the basic logic and process,one is to establish the quality certification standard of teacher education institutions;the second is to standardize the quality certification procedures of teacher education institutions;the third is to strengthen the quality certification examination of teacher education institutions;the fourth is the implementation of teacher education institutions quality certification evaluation.
