国家层面科研不端行为治理机构建构研究

On construction of governance institutions for scientific research misconduct at national level

科研诚信对于创新驱动发展战略的实现具有重要作用。但是我国现有科研诚信体系无论从制度建设,还是从机构设置等方面来讲,都呈现出分散化的特征,治理方式和治理层级的明显差异也使得治理效果大打折扣。在梳理其他国家科研诚信治理机构改进等方面实践经验与改革探索的基础上,结合我国科研诚信治理目标和治理现状,并参考借鉴相关领域的最新改革思路,系统论证我国构建国家层面科研诚信治理机构的必要性、优势及可行性。

Scientific research integrity plays an important role in the realization of innovation-driven development strategy. However, the existing scientific research integrity system in China is characterized by decentralization in terms of system construction and institutional setup. The obvious differences in governance methods and governance levels also greatly reduce the governance effect. Based on the review of the practical experience and reform exploration of other countries in the improvement of scientific research integrity governance institutions, the necessity, advantages and feasibility of building national scientific research integrity governance institutions in China are discussed in combination with the Chinese scientific research integrity governance objectives and governance status, and with reference to the latest reform ideas in the relevant fields.
