通过对基层社会治理工作的广泛调研,提出社群生态中合作治理的机制要素及科技支撑下的未来发展模式。提出当今社群生态圈的治理需要构建政府、社会专业组织、企业、民众、群团等多元主体协作的共治机制,并以合作治理、网格化治理、大数据治理、协同治理等新模式综合施策的方式,全面系统地解决社群生态多元化、复杂化、动态化、数字化的需求,以更好地形成新时代应对重大突发事件的社会治理模式。通过建立坚持中国共产党的领导、民主协商、政府负责、社会协同、科技支撑、公众参与、法治保障的社会治理体系,形成共建共治共享的社群生态治理大格局。

Through the extensive research on grass-roots social governance, the elements of cooperative governance in community ecology and the future development mode supported by science and technology are put forward. It is proposed out that the governance of the current community ecosystem needs to build a co-governance mechanism of multiple subject cooperation among the government, social professional organizations, enterprises, people, and groups, etc. The diversified, complex, dynamic and digital needs of the community ecosystem should be met comprehensively and systematically by means of new modes such as cooperative governance, grid governance, big data governance, and collaborative governance, and so on, so as to make the community ecosystem more sustainable for forming a good social governance model to deal with major emergencies in the New Era. Through the establishment of a social governance system that adheres to the leadership of the CPC, democratic consultation, government responsibility, social coordination, scientific and technological support, public participation and legal protection, a community ecological governance pattern of co-construction, co-governance and sharing will be formed.
