By using function decomposition methods and the properties of the local“complementary”generalized variable exponent Morrey spaces,the boundedness of fractional integral operators with rough kernel is obtained on local“complementary”generalized variable exponent Morrey spaces.At the same time,it was proved that the corresponding commutators were also bounded on the local“complementary”generalized variable exponent Morrey spaces.
